I don't think it costs anything to get Leno to hang around cool cars, in fact, he pays for the privilege just like everyone else, only on a higher scale.

Here he is reviewing an classic Mazda. Nice garage, eh?

I think it's important to remember that the guys in the UK have been presenting the show together for quite a few years now. Their chemistry today has evolved a great deal from what it was at the start.
To be fair, one needs to compare the US show with how the UK guys were when Top Gear first returned to the BBC (under Jeremy Clarkson) about 10 years ago after a very long absence. Top Gear in the UK is an entertainment show about cars rather than being a strictly motoring programme like Fifth Gear. The fun these 3 guys have is one of the main reasons why we tune in. That formula is very hard to replicate in a different country with different people with a different sense of humour and a different car culture.
If you take away the personality element, it's possible to replicate a formula e.g. Who Wants To Be A Millionaire, X Factor, Britain's Got Talent etc.

This doesn't quite come up to (down to?) Clarkson's standards when it comes to political incorrect stereotyping generalisations , does it:
"The British version of Top Gear also enjoys the odd joke at America's expense - for example, by travelling across Alabama in vehicles sprayed with slogans designed to test the patience of the locals, such as "Country and Western is Rubbish" and "Man Love Rules OK". This, and Clarkson's general mockery of American cars, probably isn't the best way to maximise viewing figures in the US.
Rutledge Wood, meanwhile, has already succeeded in getting in some jabs at Brits. In episode two of Top Gear USA he tested two Aston Martins, neither of which could reach the fastest speed indicated on the speedometer. "Liars, all of these Brits are liars!" he joked."
I think I might know of someone who would need to have it explained to him that that comment was meant to be a joke.

Jay Leno is said to have turned down the offer to do an American version of Top Gear, because he knew that American TV broadcasters dependence on advertising revenue would have compromised his ability to speak his mind about some cars.
