Officially USA dealers are not supposed to charge a premiuum either. I believe their agreement with PCNA does not allow for them to sell the cars for over sticker price. Having said that, I think many dealers will try to pad the price of hot cars anyway. One other way dealers get around PCNA rules are to order loaded cars. Instead of allowing customers to order cars, they use their allocation to order very loaded cars for stock. That way the only cars they have in inventory or on order are cars with every option available. So, they can make more without getting in trouble with PCNA.
