As to local police departments - at least where I used to live in Marin County - bollocks again to any additional leniency. Actually found them to be more arrogant and annoying than the CHP (at least the CHP guy who stopped me was polite and respectfull).
Regardless, if you dont have a front plate they have the excuse to stop you and will use it. I wouldnt sweat it though, keep the plate in the trunk with some double sided tape on it and say it fell off and you were going to put it back on later....
Here in NC - no front plate required which is much better. Surprised at the no of cars without front plates actually.
