Ferrari took a much bigger HP jump with the 430 then Porsche did with it's 997. The 360CS vs. the 996GT3 RS will probably be closer in HP then what the 430CS will be compared to the 996GT3 RS as Grant already posted. So if both cars are built and both are built with equal % amounts of incresed power etc. of their 360 and 996 counterparts then the 430CS will be faster.
But to answer your other question about which one I'd pick for a track day - I'd pick the Ferrari even if it were slower around the Nurburgring by 2 seconds. First off that's a virtual tie, depending on a lot of factors either car could beat the other on any given day. (I don't know all the details, driver, conditions, etc. of that test) I'd pick the Ferrari mainly because of the fun to drive and sensory overload factor.
