Here is what the law says:
A new state law that took effect Jan. 1st requires dealers to tell people buying vehicles without front license mounts about the state rule.
Customers who don't want the dealer to install the mount must sign a waiver acknowledging they were warned.
The new law, as it was originally proposed, would have required front plate mounts on every new vehicle, but car dealer lobbyists convinced lawmakers to water down the legislation.

The California Highway Patrol cited 123,544 drivers between 2000 and 2003 for not having a front license plate.
