Assessments in the EU are done by the Euro NCAP (in a scale of 0 to 5 stars) an independent organisation supported by the EU and some governments. If a car scores poorly under NCAP the assumption is that it won't sell so the manufacturers have an incentive to make cars safer. This is a feeble argument IMO as most consumers don't take about this aspect but about the cost of the car. A car with zero stars still meets type approval standards, otherwise it wouldn't be allowed to be manufactured.
NCAP buys cars with its own funds anonymously from dealers, 4 for each model tested I think. Ii is safe to assume that NCAP concentrate on popular models and those of low to medium price.. Obviously they wouldn't buy Huracan or 720S or even base Carrera in 4 of each to test. Very expensive and of limited scope in the car population.
