They do it on purpose! I always tell the shops when they change the tires for example, no matter what car or shop, the pressures I want, and then when I checked they were still sometimes on the high side
and if I don't say anything the n they are always high. Maybe its for liability, since lower than spec can pose a danger as oposed to higher, or maybe new tires need higher pressures initially t settle them in, I have no clue, but it always happens. At least here.
