Ferrari give Vettel new chassis for Spanish Grand Prix after 'small fault' found
“There will be no particular updates on the SF1000, however Sebastian will have a new chassis, because after the Silverstone post-race analysis, we spotted a small fault caused by a heavy impact over a kerb,” said Head of Chassis Engineering Simone Resta. “It would not have had much of an effect on performance, but it was the logical decision to take.”

The question I'm asking myself is, does he even try ? Is it his way to get back at Ferrari because they fired him? The bad car is his excuse of course, but I can't help but think that a 4x WDC could do better with inferior machinery.

OR maybe he is just the lucky recipient of a superior car during his years at Red Bull, like how Alonso did with his 2 WC and Nico Rosberg's.
of course it is - when you start first and have clean air in front he can map back to a lesser setting and control the race. anybody these days driving closer than 1 seconds behind another car has issues. If you read toto's latest comments they could drive even with that mapping the whole race if they need to - Hamilton will sail easily to his next title.....

You are correct.
Without party mode the other teams suffers more.
The Mercedes engines is so strong, the other teams needed party mode on just to get close.
Take that away they have no chance of coming close, unless of course the other team put party mode into permanent mode, which will lead to reliability taking a hit. Now one team can run at 9/10 all day long while the others have to crank it to 11/10 and hope everything stays together.
This is a stupid and unneeded rule.
BjoernB:100% agree - sad thing is that next year we still have "more of the same" before hopefully some change is coming. But also there I doubt it.
All depends on which team can ace the new rules like Mercedes did before.
This is just part of the F1 racing cycle. Ever time they change stuff one team will get a head start and dominate. Then rules changed and a different team take that spot.
I actually wish they open up the engine formula. But use like the Le Mans energy formula or something. That would make for better racing.
