That would be F1's own blunder, locking down development.
Mercedes is just being rewarded for doing their homework and aced the hybrid rules WAY BACK THEN.
All had a chance to do that when the rules first announced.
Who knows, maybe Williams could be the one acing the new rules. F1 always go though cycles like this.
There was a period when McLaren was unbeatable, Ferrari same thing, so did Williams with their active suspension, Red Bull had their share of glory days too.
Just part of the sport.
IF I were to be in charge, I would just give them a box and tell them to stay within it, regulated the length, width, height and min weight. Either set a HP limit or capacity limit, let the teams run with that. Sort of like the old days. But make sure there is an incentive to utilize hybrids, maybe set the fuel limit low enough that all motor alone won't let a car finish the race unless they go into fuel saving mode.
On a different note, I think the future of F1 is quite good, seeing the young guns, Norris, Russell, Albon, Le Chair (of Norris fame) all came up the ranks together and are buddies to each other, it would be like in the old days where the drivers are actually friends even off the track.
That would leave out Max, he is the odd one that doesn't quite get along with all the other young kids.
Topspeed:Yeah, Max is the outsider but at least he can drive . Albon has a similar car and his results are mediocre.
Just give a Mercedes to Max and we would have very interesting races.

Albon incident, all I can say is he was the outside car twice before with Hamilton and got booted off, and with the inside car getting the penalty, what is he thinking?
This race could be a one off on tire incidents, but surely FIA/Pirelli can mandate a maximum laps each tires can do, say if Pirelli recommend a tire compound can do 40 laps, FIA can mandate the tire can only be on track for 38 or something. Do this instead of a mandatory tire change with compound change during a race. Just thinking outside of the box....................

What the hell happened to Mercedes tires So many blisterings today. RB/Ferrari tires were nearly perfect.
Good race from Max but a bit lucky that Mercedes struggled with tire problems. Otherwise it would be a 3rd place.
Vettel spin in the first lap
They increased tire pressure so that the tires would last longer than last week, but now blistering happened quite aggressively.
It could be the aerodynamic of their chassis. When a tire is under load, the shape of the tire changes, and that, throughout the race. It could be that Red Bull's chassis is better suited for this, and their aero permits better cooling of the tires.

Not planned but he got screwed out of 2nd place.
He was the leading car, hence why he get to pit first. Normally that's a good move but the scenario changed after he pitted. Bad racing luck, nothing more.
Mercedes is team first, drivers second, they don't really do a number 1 and number 2 driver lineup (even when we know Lewis is clearly the number 1), they want to secure the maximum points for team first.
After the strategy changed, Lewis clearly have the faster tire with a later pit stop, and they figured he might have a chance to catch up to Max as clearly Bottas don't have the tire and pace at that later stage.
Had Lewis been the one to pit first, the situation would have been reversed and Bottas would have been the one being sent to chase down Max.
