I had 17"s on my old S and a colleague had 18"s on theirs - this was pre PASM days but they rode fine on both combos - if it's just ride quality your worried about the 17/18s w/o PASM shouldn't be a problem.
From what I've heard I'd actually say you'd only want PASM with 17s if you wanted a more sporty ride....
