Been since may that I got a brand new lip and new paint job on it. About four monthes later its scratched to [beep] and look slike crap. Is it possible to just sandpaper it smooth then repaint it?

Lowered TTs and painted front lips do not go well together.
Save yourself a little money and a lot of heartache and just get yourself an unpainted black lip next time, and think of it as a "wearing part" like tires and brake linings.
I feel your pain. "Stupid" car is loooooong. I have miscalculated it's length several times and hit that lip. Verrrrry funny because I'm supposedly always an extremely precise person.
When _I_ do it to my black plastic version I "chuckle" at guys who get painted lips (poor b*stards, sorry): just one more PITA to deal with.
I say forget about it until you get five or ten more impacts and then replace it with black.
I don't even bother with my front lip anymore. Its actually missing chunks of plastic ! I'd buy a new one literally once a week if my lip had to look perfect. Some stuff on our babies will just never look perfect unless you drive her once a month and never take her into a parking lot.
