Actually, Porsche has never said this openly.
They have always stated that the RS Spyder program was solely a LMP2 program commissioned by PNA
They have , however, always left the door open to a move to LMP1

I did not refer to the Penske team as currently receiving back door support. I said they would probably carry on (after the contract) with back door support.
