The car looks slow off the throttle because by all appearence, it still has race gearing in the tranny and we all know, race gearing is made for acceleration after 100mph.
Your first two gears generally speaking are TALL and make for slow acceleration.
Don't know anything about the car specifically, but it looks like it was one of the privateer racers Ferrari campaigned up till the mid-90's. I know the LeMans versions had the two large round driving lights in the front intakes.
Oh and the guys must have some dough if they're using a 612 as a chase car.
