I should have written "Could". After doing some research it looks like it is difficult for the police to really do anything about it.
Not much different in Germany.
Example: Some people deactivated the Start/Stop automatic in the software of their cars, a process usually easily done with at the dealership, by giving the mechanic a small tip. Now this isn't possible anymore since car manufacturers blocked this feature from the "diagnosis" devices at dealerships. This action (deactivating start/stop) is considered to be tax fraud in Germany. A guy I know had his car towed by police because of a modded exhaust. They had to do a re-certification of sound/emissions at the TÜV and during that process, they noticed that Start/Stop was deactivated in the software. Long story short: They contacted the dealership and found out that the owner of the car had this done intentionally. In the end, he had to pay 40 EUR or so (I don't remember exactly but it was a rather small amount for the offense) for this. Unfortunately, he had to pay over 1000 EUR for the exhaust mod and the necessary re-certification, fines and whatnot.
