Try Frocke Design in Amsterdam or Partee Dreser in Berlin. Both should be able to give you the kind of costume you're looking for :-)
Seriously I would contact one of the big boys, or maybe someone like Horacio Pagani of Zonda fame and ask if he knows suppliers who can take a design and manufacturer it. Just don't expect it to be cheap!

if you only want them as per your design and dont care about strength or weight savings then you can have one fabricated for you. same ppl who do custom chopper wheels can help you out. all they need is a shop and cnc machine. ( i dont know much about safety and testing)
however, if you want a custom designed alloy wheel, then you are going to have to pick what type you want
a) forged
b) casting
c) forged-casting
d) high pressure forging
..... etc
keep in mind that a mold or dye will have to created for your wheel. this is where the cost increases. If you think you can sell 20 or 30 pcs then go for it. but its still a dangerous endeavor.

While I have not machined any 'wheels', but have had single piece metals custom fabricated of the same size. All needed to be X-rayed and magnifluxed prior to fabrication to locate any internal flaws and those flaws need to be avoided at all costs during fabrication. Solid billets of metal materials are quit expensive and adding cost of inspection even more so. You may want to take this into consideration for your custom fabrication.
