Actually Bernie Ecclestone announced a limit of 11 teams in F1 in 2007 and 12 teams in 2008. I think if Audi wants to enter F1, rather than set up their own team from scratch, they would possibly need to buy a smaller team and then re-badge it as an Audi works team.
The difficulty is that there are very few (if any) smaller teams left to gobble up.
Toro Rosso is owned by Red Bull and I would be very surprised if it was for sale.
Super Aguri is backed by Honda in various ways and doesn't need to be bought out.
Spyker are using F1 as a shop window for their sports cars. Let's see how long their experiment lasts. I give it 3 seasons before it collapses and Spyker retreats to just making road cars.
I hear that in 2008 Prodrive will launch a team in F1 led by David Richards (the guy who used to lead BAR Honda). Prodrive is a respected outfit who may well be able to make a successful go of it in F1.
I wonder who else could be bought out?
I think the only way would be for Audi to start supplying engines to Williams (who have really struggled in the last few seasons) with a view to eventually buying out the team. They had BMW engines, then Cosworth for 2006, now Toyota engines in 2007.

Even though F1 allows diesel engine, I didn't think diesel engine will have any advance as the race is only last for 1.5 hours with max of 3 pit stops.
