This is an interview from the man himself, earlier in the season but I think it shows he is happy with the way things are progressing.

Today I spoke to a safety-car driver who also raced in F1 for a short time.
His view of the Monaco situation was, that MSC was not allowed to overtake.
In this case, there are two rules contradicting each other, the "Green means race ok" rule and the rule that says that you must not overtake if the race ends behind the safety-car and the safety-car goes into the pits in the last round.
The latter rule is newer and was not known or misinterpreted by MSC, hence his mistake.
He could not explain to me, why the race was resumed even though no one was allowed to overtake. And he also doesn't understand why the FIA changed the safety car rules in the first place, he said he likes the lap after the race.
The 20 seconds penalty was used to have a similar penalty to other cases of people overtaking behind safety-car...

Right, the 20 second penalty is symbolic for a drive-through penalty which is what he would of gotten were the race still going one during the rule infraction, since the race was over by the time the penalty decision was made, they gave his a 20 second penalty instead.
