The mentioned FTD article gives a lot more details (sorry, only in german language)
key points:

> fleet target consumption (2016): 41.4 mpg / 5.7 L/100 km
> "penalty" per car up to 37,500 USD
> VW fleet doesn't help much because (i) reference year is 2009 (= Porsche stand alone), (ii) VW mostly sells "big" cars like Touareg, A8, Q7 in the US
German carmakers complain that US rules use wheelbase and trackwidth as reference (obviously most painful for Porsche even though 991 will be launched with a larger wheelbase ). Sounds a bit like protection of the US car industry and may be not in compliance with WTO rules ?
Anyway, tough times ahead...
