LMAO! This was pretty big news here in Washington. The parking authority here has ruthless stupidity and we were getting fed up.
Recently, the started going hardcore on enforcing even the most inane parking laws in order to raise revenue - in addition to raising parking meter fees ($2/hr!) - extending the active periods (from 8a - 6pm >now 7a - 10pm) and no longer allowing free parking on Saturdays!

The S4 is such a fun car, it really hurts to see it treated like that. 
In Germany the tow companies are private and responsible for the car.
Before they tow a car, they note every scratch with a witness (usually the police calling the tow company) so they later can prove that they did not damage the car.
In this case they'ld come with a special tow truck that lifts the car up instead of dragging it.

Eunice mentions how it goes in normal places. I hope the owner gets her car fixed but it won't be 100% ever again.

Hey bro, nice touch there generalizing. I know it's fashionable up in Canada to bash good ol' USA, but c'mon... And I'm Canadian too. Stupidity like that happens in Canada all the time as well!

Prejudice doesn't help at all, especially not in an international forum.
atzporsche would be surprised how many things go wrong over here in Germany.
Btw: THIS would have been the right way to remove that Audi S4, see photo.
