Does it make sense that there would only be 28 HP difference between the turbo and turbo S? Then again, the difference between the Carrera and Carrera S is 30 HP so maybe you are right.

Doesn't make sense. The Turbo "S" models usually have the same power like the powerkit.
If the 997 Turbo gets 480 HP "only", you will never see 540 HP, maybe on the 998 Turbo. The Turbo S should be around 30-40 HP more, resulting in around 510-520 HP (if the base model has 480 HP).

Just like the Carrera and Carrera S.
Different power for different needs. Like any other car manufacturers actually (Example: SL350, SL500, SL600, SL55, SL65 and so on.)
