Yes, Ferrari now decides themselves who gets a car and who doesn't. 
Not sure this is really a great system either.

Yes, Ferrari now decides themselves who gets a car and who doesn't.
Not correct. Ferrari does get involved in limited special models as does Porsche. in all other cases the dealer decides who gets the allocation.

Not correct. Ferrari does get involved in limited special models as does Porsche. in all other cases the dealer decides who gets the allocation.
Not sure about the US but in Germany, the dealer communicates the potential customer to Ferrari and they give the green light...or not. 
Lamborghini is also careful about their customers lately, sometimes a customer doesn't get a car and he/she is surprised why. Well... Of course these people can buy the cars on the secondary market, so I'm not sure how much this matters but still...
