Since electric motors are hyper inefficient at higher speed, the lowered speed limit will suite the performance characteristics of a EV perfectly. EVs will simply get to the speed limit quicker. 

In a way, electric motors are like diesel engine cars. Great torque down low, gets the car going quicker. That's what benefit normal people in their normal driving.

Electric motors can be VERY efficient at high RPM.
