I think in reality it's neither a percentage nor a fixed amount, but a more complicated formula (and difficult to mathematically model - this is why an engine dyno is only way to accurately measure a motor).  Chassis dyno is only useful for making comparisons between things (but not for making an accurate measurement on its own).
