The articles are a bit confusing. In reality, you can actually still buy in-stock dealer cars, you can even order some cars (for a very late delivery though) but Porsche is still selling cars.

We won't see the base Cayenne at US dealers until this October. Cayenne S & Turbo arrives at US Dealers in February 2019. It's very difficult to get a new 991 here. I suspect we won't see the 992 at US dealers until June 2019. At that point, customers may be ordering 2020 model year 992s. It is certainly going to be a very interesting transition for Porsche over the next 18 months as they adopt the new emission standards and launch the Mission E.  We can still place orders for cars, but have to be patient due to the extended delivery times. 

German dealers have plenty of cars in stock over here. Including the new Cayenne and even the Turbo. My dealer has a Cayenne Turbo (new model) and Panamera Turbo S (new model) in stock. For immediate delivery.
