When a car is parked, stationary, it certainly cannot roll, even without the brake callipers. This car mostly certainly was in neutral.

Right, but what if the tech was driving or rolling the car to its parking place?  Would the parking brake refuse to be set while the car was rolling?  Likewise, maybe the tranny cannot be put in Park until stopped, which couldn't be done without the regular brakes...

 

Exactly, the car was either pushed in neutral or driven there. e-parking brake is not a physical cable brake like before, the electronics will prevent it from engaging while in motion. Transmission however will allow shifting into forward or reverse from neutral while in motion, but not to park.
