Porsche AG are officially and openly totally against Tuners. So the Corporate Rules dictated this distance.

Are Manthey not also a "tuner" ?

There is Manthey Racing the NBR team and Manthey Motors the tuner.

Perhaps, Porsche use this distinction to do an ostrich given the success of the racing team in the last few years.
