Any truth to this?

In this month's Road & Track they write "Porsche's "exclusive" department now offers factory tuning for owners of the latest 911 3.6 liter Carrera and Turbo models to get extra boost from their engines. Normally aspirated powerplants can be beefed up from 320 to 340 bph(SAE) for $8375, while Turbo models can be boosted from 415 to 445 bph (SAE) for $11,000."

Are they confused with the X50 option, but the prices are wrong?

I think they are talking about the power increases offered by Porsche exclusive, the differences in bhp come from the fact that power figures are not the same in Europe and the States, there is a slight offset, as for the price, I don't know.

As far as I know, the option X50 offered in the US for the 996 Turbo provides 450 HP (SAE) and has a price tag of 17700 USD. If I'm wrong, please correct me.
The option X51 isn't available in the US yet to my knowledge but will be available for MY 2003. Don't know the precise SAE power figure but I guess it will be 345 HP as on ROW. Price tag isn't known yet as far as I know but the price tag in Germany is 9628 EUR and my personal guess is that the price tag in the US will be something around 13000 USD.

The Road & Track article seems to imply that an aftermarket powerkit, with less bhp than the X50/X51 option, for current owners might be available through the dealership. Is this in the works?

Porsche doesn't sell aftermarket kits.
I know that there is some pressure on Porsche from customers to offer their powerkits for retrofit but I'm not sure it will happen. The X50 option has a shorter 6th gear ration to reduce top speed (top speed 996 without X50: 305 kph, WITH X50: 307 kph) because of tires and aerodynamics and to improve acceleration at higher speeds.
A X51 kit might be available as a retrofit kit later on but it's price tag will be beyond good and evil.
BTW (this is valid for European Turbo owners only !): if someone with a 996 Turbo is willing to OFFICIALLY retrofit the X50 kit to his car, I might be able to help with a contact at the factory. Unfortunately this is a very costly experience because a completely new gearbox is needed (almost 11000 EUR gearbox only) and the reftrofit can be done at the factory only. Though not sure if this "option" is still available.
