It's interesting that BMW is being so strict about allocations with this car. I don't recall them managing a release like this before. Or perhaps we just didn't realize because we didn't have someone tracking it the way you are doing it atm 
In a not-so-unrelated tangent, I've been looking at listings for the F80 M3, could be a fun bad decisions that future me can deal with down the line.
I realize that the US market seems to get one car per dealer only but I'm not so sure about the German market:
Yesterday, another sales person called me (basically the same dealership but they have different locations), I talked to him months ago (even forgot about it) about the M3 CS.
Well, he offered me a M3 CS. Delivery this year (I asked him when and he said this year, he has no more details). He just told me that I need to decide fast, latest next week.
My wild guess is: The base price of 146k EUR in Germany (around 160k with all options) puts off a lot of potential customers. However: Once the car will be reviewed (YouTubers, car magazines, CarWow drag races, etc.), things will change.
So far, I assume that the M3 CS isn't in high demand in Germany but this can change fast once the media presence increases.
