I'm not a big fan of the police, but I believe I would do everything in my power to help, my reason being I know that they put their lives on the line everyday to save idiots like the ones in the photo laughing at his misfortune, so the least I could do is help him out in an embarrassing situation like that.

But what could YOU have done to help? Not a lot except phone a recovery service (Or the Police?!)
While the Police do perform a tough job, they are often officious, and it's obvious the guy wasn't looking where he was going. There are many fatalities each year here where Police have killed people in accidents on their way somewhere. You can take both sides on this. I personally find it amusing.

It would certainly be very amusing, had the officer not been responding to a call, that's it.
