Sorry for being a dumb "kid",but what do the pa and "with a ____ excess" mean?
It means that the insured has to pay 23,000 pounds P er A nnum for the insurance. However, the policy only comes into effect from losses Excess of 25,000 pounds. Any damage that costs less than 25,000 to rectify will be paid for by the insured himself.
I personally reckon 23,000 pounds is quite reasonable. In fact if I were the insurer, I probably wouldn't have taken the risk on.

Heh. Us Finns would be lucky in this. Don't have any Bugattis in insurance company web page calculators, but eg. Carrera GT would be around 3100 Euro per year. 37 yr old man living in the capitol area.
Usually you get also a discounts on that based on your insurance history so for me that would cost approx. 1500 Euro per year.
And excess in here would be around 500 Euro ....
Ferrari (of any model) would be around 4700 Euro per year.
Oh well, it's a bonus we get for the bloody car prices..

Let me explain. There are two type of insurance. One is a MUST form goverment which costs about 100-200Euro yearly(as i remember). It is called as traffic insuriance. It has a limited option.
But the real insurance is the automobile insurance which is about flood,terrorist,attack,accidents(above the limit of traffic insurance)etc.
All cars have the traffic insurance. But automible insurance isnt a must..

VGA - Do I get it right, that the mandatory traffic insurance will cover damage / medical treatment expenses for the "not guilty" party involved in an accident, whereas the "guilty" driver has to pay on his own for the damages on his car (which would be covered by the automobile insurance only) 
But then, 100-200 Euro p.a. for the mandatory traffic insurance sounds incredibly inexpensive.
In principle we have the same system over here in Germany, but the mandatory insurance is more expensive (depending on the type of your car of course), although the accident rate in Germany is significantly lower compared to Turkey.
However the mandatory insurance in Germany has to cover damages up to a couple of million Euros (maybe 3-4 m Euro - I don't remember the exact number) - I'm wondering what is the max. coverage of the traffic insurance in Turkey, if it costs only 100-200 Euro p.a.

Then the guilty driver's AUTOMOBILE INSURANCe have to cover your damage if he has not AUTO INSURANCE then he must pay from pocket.. Thats the system.
