The first step to integrate Ferrari platforms with the "rest" of the FCA empire to lower overall costs. It's already happening with engine development, witness that Alfa-Romeo is using a Ferrari-derived engine for the Guilia.

Yes, that has always been one of the ironies associated with "gas guzzler taxes" and the ilk. Seldom, do many of these get regular workouts when fuel inefficient SUVs and pickup trucks roam the streets.
