Neither in my area, snowfalls predicted for upcoming weekend though.
Depending on the specific layout of the wintertire performance and safety is improved on dry, wet and especially snowy & icy conditions. I wouldn't want to hit a patch of ice on the road. A winter tire should be mandatory just as ESP on a modern car, not from a compulsory aspect but from a personal demand for safety.
