    I thought she looked annoyed because, by the time the photo was taken, she was probably fed up with all the attention she had been getting. Perhaps it didn't occur to her that doing this might just attract the attention of other road users?

    This is a bit like the much debated and controversial issue about whether women who dress in a revealing way have no responsibility for the harrassment they may suffer from men who might think the way they are dressed is an open 'invitation'...
