Hydraulic rack advantage is over blown. And faster ratio is not always beneficial, it could make the car too nervous, and McLaren's are already that with the narrow tires.
I believe Porsche is already on their 4th generation of electric rack. The current Cup car is electric, and I had been racing it, honestly, it is providing fantastic feel at the limit.
Bet you anything, if we put some journalists back to back on blind tests, they WILL NOT be able to tell a difference, or even might pick the electric rack instead.
According to this, Porsche is using Electrohydraulic steering on the Cup (same as McLaren on road cars). Means hydraulic rack with the pump spun by an electric motor, instead of a belt from the crankshaft You may have confused this for the pure electric rack (called Electromechanical power steering on GT4 CS) now used on all Porsche street cars and GT4 CS (only Porsche race car with electric steering - all 911 race cars still use hydraulic):
