Regarding funding, I'll agree it has to pay for itself... as soon as all streets and roads are toll roads!
We have gas taxes already and as long as that money is not diverted to the general fund (like it already is), there is more than enough money to pay for maintenance and expansion. Unfortunately, our greedy politicians can't keep their hands off of the money.
And we do have toll roads (here in Orange County) and they work pretty well.
