I must have missed that. Not suggesting they didn't, but when did PCNA admit it was their decision and what was their reasoning?

I'm leaning towards the former. Look at the GT3. Besides the base Carrera, I think that they earn the least profit in this car, amongst all of their lineup.
A high-tuned, NA dry sump GT1 block, advanced racing suspension, upgraded exhaust manifold, an expensive LSD all leads to less pork profits for Porsche (as compared to what they garner in cars like the Turbo via PCM, SC, luxury options etc).
I think we can unequivocally say that this was not the intention of the engineers, as Mr. Nelson facetiously states. If it was, why do they offer the sunroof delete in the ROW European models?
This is, as Mr. Nelson alludes to, clearly the work of Research and Development Product Planning department, or as I put it PPM- Porsche Profit Management. It also seems to be their most glaring slipup as of yet and I hope we don't let them get away with it.

(My dream 911 was a C2S with sunroof delete and -20 mm suspension. SInce that didn't look like it was going to ever be an option in NA, I picked up a C2S with PASM (somewhat reluctantly). But a GT3 only available with a sunroof in NA b/c of greed?! That's going too far.)
