..no, the felt maximum lies between 2.000 and 4.000. Afterwards it becomes less - and under 1.800 rpm the turbogap is still noticeable.
Under 3000 in 1st gear, nothing happens. In the highere geras, you can feel the turbo boost more. In 1st gear, you need to be above 3000rpm to feel much turbo boost.
