This is the high down force package . The car will look different with the low downforce package for Le Mans.
To be honest, I'm a little disappointed with both the livery and what seems to be a very small evolution in the aero department.
This weekend will be the "prologue". A two day test with all the cars in the WEC. We will see how this performs against the new Audi and Toyota.

The new Audi R 18 will feature some pretty innovative ideas, including a new F1 type aero concept. I just hope that the evolution of 919 for the 2016 WEC campaign will be sufficient to hold its own against the re-juvenated competition from Audi and Toyota.
I like the new livery - yet I'd love to see something more special, like the "Hippie" designs from 1970.
Aero wise I am quite sure all renders and photos released yet are based on the late 2015 package. The tyre tests were done on (probably slightly modified) 2015 aero as well. All tests which might have featured 2016 aero were non public, so no pictures. We might not even see this years configuration at the Prologue this weekend.
The Toyota will be revealed today, but from the yesterday leaked pictures (I don't have them on hand) it seems like they will show their livery on the 2015 car as well to keep the innovations private.

Edit: Toyota actually has shown the 2016 TS050 on the pictures, but the aero package does not look that different compared to the predecessor. Biggest difference is the revised front section. Their new car features a 2.4 liter twin-turbo V6 petrol engine with electric motors on the front and rear axle.

AFAIK no big changes, just the "usual" development process - making parts lighter and more reliable over the winter.
Audi as well as Toyoty have undergone a conceptual change towards battery energy storage and in case of Toyota a new engine. Audi meanwhile has radically changed the aero concept that should allow the air to flow around the car rather than flow over it (e.g. square looking cockpit and F1 style nose).
What's new for all manufacturers is the further reduced fuel- and energy capacity, as well as reduced fuel flow and a limited number of 3 aerodynamic packages.

They were made slower by reducing the maximum allowed fuel flow for all races this season. At Le Mans the electric boost deployment will be reduced additionally, which means that they can't unleash all the power at once. Instead they will use the electric engines a bit longer, as it takes longer until the battery runs dry.
Anyway, don't expect the cars to be several seconds off last years pace. (Prologue 2015 - Neel Jani: 1:37,220; 2016 - Neel Jani: 1:37,487; Both times the quickest man on track)
The 919s were not much slower than last year's cars.
Romain Dumas laid down a 1:37.960, slightly off last year's best time of 1:37.220 in a slightly damp afternoon session.

Yes, the 2016 is an evolution...BUT.....with quite a few improvements:
The concept remains the same, but with the new fuel regs for 2016, it was important to regain back some (or all) of the time lost. Porsche seem to managed to at least comply with the former.

3. Ligher and more efficient engine
4. Ligher gearbox.
5. New front electric machine
6. More energy recuperation via heat

3. 3 recuperation systems vs 2 today
4. Less fuel
5. Cost control (BS, because nobody knows how much do the manufacturers invest. I believe these costs are floated between investments in team itself and R&D expenses of the whole group). Durheimer says that they invest more in wec than in f1 (if they have created f1 team)
6. New manufacturer (i expect bmw. They are now deciding (rumor) is it reasonable to invest 500 mil euro in lmp1 program)

Given the development cost and the significant changes in the rules for 2018, I'm not surprised curent Porsche 919 is at a disadvantage. Perhaps, this is one reason why Mark Webber decided to leave at the end of this season.

According to Thomas Kaemer, (Head of LMP1 Engine design) , next years car will see an improvement in every area, but especially in the aero and power-train.
According to the same source, there are a lot of good ideas being implemented and they expect the car to be quick.
Just how quick remains to be seen, and will it be quick enough in relation to the opposition?

Toyota has recently almost caught up with Porsche and Audi in terms of outright speed. They will be a force to be reckoned with in 2017.
If the rumours regarding their exit in 2018 turn out to be true, Audi may well have only a limited residual development budget for 2017.
Porsche will start incorporating some more advanced hybrid tech elements in 2017, as a precursor to the new 10MJ tech in 2018, so my guess is the fleld in LMP1 in 2017 will be wide open.
But the real action could well be in GTE Pro, pitching Ford GT, AM and Ferrari 488 against the new 911 RSR!!
