He is lucky he doesn't live in Germany. A guy who pulled such a stunt (video with a dog in his lap) over here in Germany had to pay a fine and even got a point on his license. He basically transported unsecured cargo in his lap and endangered traffic. Yes, dogs are considered cargo in German traffic law.
