As to London, I think that the British make a huge mistake by not making the "new arrivals" understand what bothers them (the British people). Why not make some sort of TV spot or YouTube spot, explaining to the foreigners the rules and how rude and disrespectful their behavior is. Respect and is one of the main rules of Middle Eastern society, so maybe the new guests understand that.
UK (London) have much more serious problems with permanent immigrants (like rest of the EU too) and they do nothing about that. Do you really think they will do something against rich guys coming for few weeks in London to spend tons of money & drive their expensive cars?
What should they really do against refugees (we should discern between immigrants and refugees)? What options do they have? Only Hungary seems to be willing to throw away the UN charter and EU agreements.
Back to topic: If the British do not want to offend these people (rich Arabs or Russians), why bother feeling annoyed by them?
Also, truth to be told: I really do not understand why they are coming to London. A friend of mine just spent months in London, she works for Amazon and she is happy she isn't in London anymore. The weather wasn't too nice (for her taste), people were so and so (most friendly people were actually her colleagues there and only the ones from the US!) and the city is expensive and crowded. She is happy to be back in Germany but will have to travel to Italy soon for a longer period of time (she loves Italy).
If I had money, I would go to Miami, maybe even somewhere in Spain (Marbella) or to Cote d'Azur but I don't get London. At all. The weather is, besides my family, one of the most important things in my life. I wouldn't want to compromise on that if I could choose where to live.
