Dubai is a city but it is also an Emirate. There are (I think) 7 Emirates in the UAE). An Emirate is a small state with an Emir as ruler. The UAE is a federation of such states. I think the Emirates are Abu Dhabi, Dubai, Fujairah, Ras al Khaimah, Ajman, Umm al Qaiwain, Sharjah.
Basically, the really oil rich emirate is Abu Dhabi. Dubai's oil is going to run out quite soon (less than 10-20 years) hence all the frantic diversification to ensure there are other sources of revenue before the oil runs out.
Also note, the Emirate of Dubai is not that much bigger than the city of Dubai whereas the Emirate of Abu Dhabi is much MUCH bigger than the city of Abu Dhabi. Fortunately also for Abu Dhabi, there is A LOT of oil in its territory.

Sorry folks, but Dubai has really turned into a horrible little rat hole. I lived there for 4 years (left in 02/03) before the new wave of mega-construction reared it's ugly head and destroyed what was a WONDERFUL little city.
It's impossible to fathom the amount of traffic, road works, pollution and overall downgrade in quality of life which has become apparent in the last few years.
Dubai truly was a wonderful, cozy, friendly city which has now been turned into a heartless, over populated concrete jungle financed on the back of a bastardisation of self image. It's so sad that the locals are now merely specs on the surface of a buldging, smoldering cauldron. It feels like there has been a complete loss of identity when talking with my local friends.
Everytime I go back there (at least twice a month) it leaves me with that longing sensation for the Dubai of old, the place where there was a unique and perfect balance of Western culture supported by a backbone of Arab tradition / heritage.
