2010 Formula 1 Budget Cap - GBP 40 million
I'm very uneasy about this new development:

It is deliberately creating a two-tier grid: 1) richer teams that do not agree to the cap will have much stricter technical limitations, whereas 2) teams agreeing to stay within the GBP 40 million budget cap will have much greater technical freedom.
If the two categories were racing on the same track BUT within their own categories, then IMO that would be fine. Like different categories within the same Le Mans 24 hours event.
However, teams from both categories will be competing together. This is not a level playing field. Different budgets and different rules. It will lead IMO to strange discrepancies in performance.
Category 1 teams' performance will be limited by technical limitations. Category 2 teams' performance will be limited only by the GBP 40 million cap. It's intrinsically unfair IMO.
