I agree and I have personally plugged many tires myself and driven them at high speed without incident. But, that was back when I was young and stupid and I wouldn't do it again.
Not on a tire that I patched.
I didn't do a bad job of patching, probably superior to the typical gas station plug/patch job in fact, but I am more careful now and I will no longer drive at high speed on the patch/plug you typically see.
I have now seen really good plugs though, installed by a competent tire guy and I would have no problems driving fast on tires that he patched. What I saw was a combination plug/patch installed from inside the tire. This type of repair, when done properly, should maintain the tire's speed rating. See this article:
