Yes it is.

Is there an aero benefit to this style of wing or is it just a style thing that everyone is going for at the moment? 

It is supposed to generate more downforce by keeping the underside of the wing (suction surface) cleaner and with more surface area.  Comparatively, the top (pressure surface) is not as important in that regard.

As a rule of thumb, 2/3rd of the downforce is generated by the underside of the wing, 1/3rd by the upper side. If you have to choose which one of the two airflows you want to disturb, the best choice would be the upper side. Hence thw swan necks.
