If the discs have developed a lip from wear its best if you change them as well, otherwise your new pads are not going to last long, and you wont be saving in the long run.

But if the brakes are not worn or warped I dont see why you need to replace them, depends on the milage not so much the age of the car, but milage can be deceiving since mostly city/town milage will wear our discs much quicker than mostly highway milage.

If you cant tell if they are worn or not you are just going to have to trust your mechanic, the quoted price doesnt seem expensive though and in general 7 years is not uncomom to have to replace the discs.
