It was a shorter version of the track since there was some construction at the time of that record, 2Km shorter I believe. So that helped too.

Actually in 1983, they used the same layout they do today, and in fact the 6:11.13 time accounts for the extra 200m on the pit wall as well that is omitted in modern lap records. 

I had read that during the race weekend were Bellof made that lap in qualifying, the Grand Prix part of the Nurburgring was being constructed and the track was shortened 2Km due to the construction for that race weekkend. But now that you mention it, I guess it never went back to the original length then and so it was the same as today...
