I think I know what you mean, what you were trying to say is that the tires are stretched wider in order to fit some 'too wide' rims. The end result is that the rim lip is farther out than the tire sidewall.

It's also a function of tire design, some tires are by design narrower around the sidewall so they will always fit inboard of the rim lips.
