So after reading the information from the main site, it seems the water cooler help keep temps down for the 700hp engine. But what I'm also wondering is if the engine itself produces 700hp and the water helps to produce additional hp, or if the 700hp is only with everything combined.  

It is 700hp when intake temperatures post turbo stay within limits, probably sub ~45C, they will be more than that quite easily if being run in 25C+ ambient. They really should have commissioned some Secan intercoolers for this car (bearing in mind how expensive it is) like they did for the 993T2 EVO racers, this is the best way of controlling intake temps but maybe logistics were prohibitive in building ~2000 sets of hand made intercoolers and obviously the cost would have made the Porsche accountants sweat too much. 

I would bet in ambient temps higher than 30c this engine won't produce 700hp even with the intercooler sprayer, VTG engines produce a lot of heat and easily reach knock thresholds = ECU reduced power.
