3.7 seconds without Sports Chrono?

The R&T car was fast... up to 60mph.
Just look at their 0-100mph number: 0.5s slower than claimed officially. Very poor result. Exactly on par with the 997TT Manual in various tests.
I repeat myself: I don't think the Tip is faster than Manual. It is all Porsche blablabla in order to push Tip sales
BTW: The only German test of the 997TT Tip available to date yielded similar results: 0-125 in 12.1s (i.e. identical to many Manual test results in other articles)

Because they started from standstill without the braking/throttling method. The 997 Turbo is indeed slightly faster than the manual, we have already tested this in a direct comparison with a manual Turbo in the first days of my 997 Turbo ownership. Maybe you overlooked this post.
The difference isn't huge however, I think it was half a car length from 80 to 220 kph or so, I wish I could remember anymore (I'm getting old).
